Sometimes when the tonal range between the subject and the background becomes too high the digital sensor cannot handle that range which means a choice has to be made. Depending on whether the foreground or background is chosen as reference the image impact changes. But the common thing I have seen is independent of choice the resulting image has a painting feel to it.
This is the case where the background is the reference resulting in the foreground subject being underexposed. Typical example for this are the sunset images where the subject in the foreground becomes a silhouette.

This is the other case. Here the subject was kept as reference so the sky got overexposed.
